Professor Emeritus Dr. Eberhard Bohne, M.A.

Professor Bohne (born 1944 in Bonn) held the chair of Public Administration, Policy and Law for Environmental Protection and Energy from 1996 to his retirement in 2009. He was a senior professor at the university from October 2012-October 2019. He was Head of Section III at the German Research Institute for Public Administration, Speyer until 2013.

Curriculum Vitae
Prof. Bohne studied law and political science at the universities of Bonn and Freiburg and passed the bar exam in Düsseldorf. He received a doctoral degree in law from Cologne University and a M.A. degree in political science from the University of Wisconsin, Madison, USA.

He served as a lawyer with the German Federal Ministry of Interior from 1975 to 1986 and with the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety as Head of the General Environmental Law Division from 1986 to 1996. 

He was in 1985 fellow of the German Marshall Fund of the United States an surveyed US environmental authorities, businesses, law firms an environmental groups on the experiences with the emissions trading system.

From September 2001 to January 2002 and in 2009 he was visiting fellow at the School of Public and Environmental Affairs (SPEA), Indiana University, Bloomington, Indiana/USA.

From 2008 to 2012 he was Co-Chairman of the Transatlantic Policy Consortium (TPC). He is now Member of its Executive Committee. The TPC is a network of almost 40 North-American and European universities and research institutions in the field of public policy and public administration. He serves as co-editor of the "Transatlantic Public Policy Series" (LIT Verlag, Münster) together with Charles F. Bonser (Indiana University), Tony Bovaird (University of Birmingham) and Suzanne J. Piotrowski (Rutgers University-Newark).

Research Activities
Research activities focus on comparative empirical and legal analyses of environmental regulatory politics in the European Union, the liberalization of the electricity and gas markets, and on theoretical concepts of administrative decision making from an empirical and normative perspective. In 2006, Professor Bohne published a comprehensive, comparative, empirical and legal study on the regulatory systems for industrial installations of eight EU-member states with the title "The Quest for Environmental Regulatory Integration in the European Union. Integrated Pollution Prevention and Control, Environmental Impact Assessment and Major Accident Prevention (Kluwer Law International: Alphen aan den Rijn, NL). In 2010, he published a book on "The World Trade Organization: Institutional Development and Reform" with Palgrave MacMillan. In 2013, he completed an empirical study on German gas market regulations. In 2018 the first volume of a text book on public administration in Germany was published with Springer VS.
