Open Data zwischen Transparenz und Resilienz: Bund, Länder und Europa im Dialog

This hybrid conference, hosted at the University of Speyer on October 26 and 27, 2026, addresses these crucial questions. Please note that the conference will be held in German.

The event brings together stakeholders from the federal government, federal states, municipalities, European institutions, academia, associations, and the private sector. The focus lies on current legal and practical developments in open data law, implementation at the federal and state levels, European digital regulation (including the Digital Omnibus), and the boundaries required for data publication to protect critical infrastructures.

The conference program includes contributions and discussions on:

• the status of open data in Germany and the Federal Government's Open Data Strategy,
• legislation, enforcement, and best practices of the federal states,
• the “Digital Omnibus” and PSI regulations at the European level,
• the tension between open data, data security, and critical infrastructure (KRITIS),
• criteria for data selection and responsible publication.

The conference is aimed at public administration, associations, organizations, (public) enterprises, legal professionals, and academia. It also serves as continuing professional education in accordance with § 15 FAO for certified IT law specialists (Fachanwalt für IT-Recht).
