The EMPA programme is an optional part complementing the Master's programme "Verwaltungswissenschaftliches Aufbaustudium" at DHV Speyer. It is open for students of our partner universities.
Profile of the Programme
The Master's course at the German University of Administrative Sciences Speyer aims to provide future civil servants and young executives with an understanding of the duties and requirements of modern public administration.
For foreign students the multilevel-governance in the German Federal System and the special role of law in German administration can be of particular interest. A semester in Speyer will sharpen their knowledge of the differences and similarities in the structures, processes and cultural backgrounds of public administration in Europe and the European Union. It will also provide contact to students from developing and other foreign countries.
During the programme, the participants will acquire the necessary knowledge and capability to fulfil boundary-spanning functions (organisation, personnel, finances etc.) at different levels of administration (central, regional, local) and in different policy areas (economic policy, social policy and employment policy etc.).
In addition to the compulsory basic courses in administrative sciences and supplementary disciplinary knowledge, the student is free to choose two core areas from the following themes:
- Public tasks, organization and proceedings
- Public management
- European and international affairs
- Government and economy
Study programme and credit points
The list of courses offered changes slightly from semester to semester and will be published here.
Every incoming EMPA-student is offered personal advice in order to customise his/her study programme to their individual preferences.
Credit points are granted after the completion of the course including coursework and examination. Students can get up to 20 points per semester.
- basic lectures: 2 credit points
- seminar: 5 credit points
- project related study group: 5 credit points
- other courses: 0,5 credit points /hour/week

Teaching language
Most of the courses are taught in German language. However, in nearly all courses it is possible to write your final course work in English.

Accomodation
The university offers accommodation for EMPA-students in the university guesthouses. Both are conveniently located on the campus and are equipped with a kitchen on each floor,dining facilities and a laundry. All bedrooms have a private bathroom.s
